GSTN Advisory on emSigner Version 3.3 – New DSC Token Compatibility

Key Update emSigner v3.3 is being introduced to support DSC USB tokens issued on or after 21 September 2026. Users with existing DSCs and tokens that are working normally do not need to immediately upgrade and may continue using their existing emSigner version. However, users receiving a new or renewed DSC with a new USB token on or after 21 September 2026 will need to upgrade to emSigner v3.3, as older versions will not support such new tokens.

Existing DSC Users If the existing DSC token is working normally, users can continue with their current emSigner version.If signing fails or the DSC does not appear for selection despite the token drivers being correctly installed, users should upgrade to emSigner v3.3. The new version is backward compatible and supports existing DSC tokens as well. System Requirements for emSigner v3.3 Users should ensure that their system meets the following minimum requirements: Operating System: Windows 10/11 (64-bit), Linux Ubuntu 18 or above, or macOS 10.6 or above System: 64-bit RAM: 8 GB or above Storage: 64 GB or above Java: Java 1.8 – OpenJDK or Oracle Java must be pre-installed, as it is not bundled with the installer. Java 9 and above are not supported.

The advisory also specifies supported versions of major browsers including Internet Explorer, Firefox, Chrome, Safari, Opera and Microsoft Edge. Download of emSigner v3.3 Users requiring the new version should download and install emSigner v3.3 from the GST Portal through the document signer/emSigner section. Important: New DSC USB tokens issued from 21 September 2026 onwards require emSigner v3.3. Validity of Existing DSCs DSCs downloaded onto FIPS 140-2 dongles on or before 21 September 2026 can continue to be used until the DSC expires.

The transition date does not automatically invalidate existing DSCs. For fresh issuance or subsequent renewal, a FIPS 140-3 dongle will generally be required, subject to the exceptions specified by the Controller of Certifying Authorities (CCA).
